Water is a precious resource. Proper management of our existing and future water supplies in a fiscally prudent manner is my number-one priority. During my twelve years of service on the Board of Directors, we accomplished the following: 

  • Fought hard with wholesale providers at the state and local level to control costs 

  • Improved the bond rating to AA+, decreasing costs of financing improvements 

  • Received awards of distinction; California Special District Association as a District of Distinction & Government Finance Officers Association for Excellence of Financial Reporting

  • OMWD has some of the lowest rates in the county  

  • OMWD is recognized as a leader in advocating for the residents of the district and region

My philosophy is that public institutions must earn the respect of the citizens that they serve; this happens every day through transparency, efficiency and accountability.  I have worked to attain this by building an award winning work environment, high level of customer service, open communication with the public, and a strong financial position for Olivenhain Municipal Water District (OMWD). These elements are imperative for achieving long-range infrastructure plans to provide a sustainable water supply for generations to come. As a board member, I have taken pride in our ability to carry out our responsibilities in a spirit of cooperation and consensus, aided by an experienced and competent staff. 

About Me

I was originally appointed to the board in 2008 to represent Division 5 and am the current board president. In addition, I serve on OMWD’s Finance, Personnel, and Ad Hoc Public Outreach committees.  I am a lifetime resident of North County San Diego and, since 1999, have resided in Carlsbad and raised my three children with my wife.  I am currently a professor of Emergency Management at Palomar College and hold bachelor’s and master’s degrees in public administration from San Diego State University.
